Two questions about weight classes

I’ve been looking at a lot of greatest-of-all-time MMA/UFC discussions, but they mostly respect weight class, and the debaters talk about guys who were incredibly dominant at their own weight that would lose at higher weights. Is it generally accepted that the “most dominant” fighter of all time (as in, the man who literally no one in any weight class would be able to reliably beat) is a heavyweight or a super heavyweight? If so, who’s in the conversation?

How do fighters decide what weight class to compete in? I walk around at 160, but I’ve been “in good shape” everywhere from 140 to 170. How would I pick my weight class if I were a pro fighter?
