With Grasso vs Shevchenko 2 not being a PPV, it’s been 4 years since we had a non-Nunes female PPV headliner. Why?

As many MMA fans have been pointing out as strange/intriguing, our next (stacked) event featuring Grasso and Shevchenko is not a Pay-Per-View event, but rather a Fight Night. This got me thinking, and I wanted to bring it up for discussion.
It’s been four long years since we’ve seen a pair of women headlining a UFC PPV event who weren’t Amanda Nunes. (Namajunas vs Andrade in 2019). Amanda Nunes is undoubtedly a phenomenal fighter and an all-time great, but why haven’t we seen other women’s headliners during this time?
Why is Amanda Nunes an exception? She has obviously dominated her divisions for years and so, has been consistently headlining PPV events. But why did she need to have two belts and turn into an arguable GOAT to become an exception? Is the UFC missing out on opportunities to showcase other incredible female talent? Is the UFC underutilizing their WMMA depth when it comes to headlining PPV cards? Is this a Dana choice, simply showing his personal belief in what WMMA should be like? Or is it just fans genuinely not interested in the current talent of women’s roster? Are there enough fans who would pay for such events to make them financially viable for the UFC?
I’d love to hear your thoughts on this matter. Why do you think it’s been so long since we’ve seen a non-Nunes female headliner in the UFC’s PPVs?
