What is the point of going to a high weight class with a lot of body fat when you can go into a lower weight class with similar muscle with less body fat?

Let me preface this by saying I am very inexperienced in terms of MMA/how these guys operate.

Why does someone like Daniel Cormier fight with so much body fat? Even with that body fat, he is a great fighter at his division but wouldn’t it make much more sense for him to lose that body fat and fight at a lower weight class?

I guess what I’m basically asking is why don’t these heavyweights all go in with muscle mass maximized instead of so much body fat? Wouldn’t the body fat just slow them down?
