Is running PFL and Bellator separately instead of merging the rosters holding them back or keeping them alive?

I was excited about this merger, it felt like the merge was going to give PFL a pretty strong roster with respectable top 10 in each division. Apparently they’re being run separately for 2 years.

It seems like PFL don’t want to stop doing their tournaments, now some fighters are in the PFL tournament, and some fighters are competing for the Bellator title in a separate division?

Feels like they are watering down PFL and Bellator trying to keep both alive, instead of just rolling entirely with the PFL banner?

Now we have Bader still the Bellator champion after getting knocked out in 20 seconds. How does that not make Bellator look terrible? And what’s the go with Ferreira? Is he a champion or not? Does he defend a belt in his next fight? Does he fight in another PFL tournament? Does he fight Bader for the Bellator strap? Is he still a PFL champion, or was that just for the single night when he won the PFL tournament last year?

Is Bellator too much of a named brand for PFL to warrant getting rid their banner completely?

From the outside looking in, this merger feels like a wasted opportunity.
